Welcome to the forum. A good place for newbies is Beginners & Help। If you ask something regarding Bitcoin or some other Crypto, established members would respond over here.

How exactly can they be treated as off-topic/spam? Anyone can report anything. But, if mods do not understand a certain language (Bengali in this case), why not appoint one who does?

I'm not the mod who dealt with it as I don't moderate that section, and certainly don't speak the language. However, from your translation, and checking the thread here's my input; The post that you quoted was also deleted, and I would presume for low quality. Over in the English sections posts such as "Hey I'm new here", and welcome posts without much substance are also removed.

The post I quoted can be deleted for low quality. That is fine. But, why the post that I made was deleted? Is that of low quality? Or posts quoting low quality posts also get deleted?

Usually posts that are quoting low quality posts get deleted also, and that can be for a variety of different reasons. However, generally when a post that you have quoted has been deleted your reply is no longer relevant. Although, the translation you provided usually those types of posts are deleted for low quality, and welcome posts are usually deleted unless they are substantial.

You shouldn't reply to useless posts.
There is no doubt the post you replied to is spam. So any reply to that post is spam too.
With replying to spams, you are encouraging spammers to spam.
Assume that someone asks what is bitcoin or what's the difference between bitcoin and altcoins. What is merit or activity? As these are already answered, so these kind of posts are spam. Any reply to these posts should be deleted even if that's a high-quality posts.

I have some tips for you:

When you find a trash topic, it is better for you to stay away from it and avoid commenting on that one.

It is better for some following reasons:

- A trash topic is vulnerable to be deleted by forum moderators and when it happens, your posts inside that topic will be automatically deleted too. In this case (topic deleted) you will not received delete message from the forum but your post count will fall down.
- Quoting a trash post and reply it probably result in delete by moderators (but honestly I just know it recently from what Welsh commented above). In this case (post deleted) you will receive forum message with (or without) comment from moderators on reasons why your posts deleted.

To sum up, avoid replying in trash posts or topics.

~snip

The link from where you quoted the message is not related to the message. The link is about something else and the message you posted is not at all related to the topic.

Is this the topic ---->https://bitcointalk.org/index.php?topic=631891.msg52479433#msg52479433 ? It is a self-moderated topic.
I can guess why the topic was deleted in the following:

 - Deleted by the topic creator. @BitCoinDream can do it without restrictions.
 - Deleted by Global Moderator/admin for:

  • Posting multiple posts in a row.[1]
  • No zero or low value[2]: you asked him to visit an English section which s/he does not speak that language.

Avoid creating low-quality posts in general and especially that topic.

Instead of crying over your post that has been deleted due to a valid reason of the moderator, why don't focus on improving your post quality and prove that to whoever moderator who deleted your post that your post shouldn't be deleted, take it as a push to make yourself more better than what you are right now. Everyone here is experiencing that, getting one or two post by moderator are not an argument that you should insist to win, they are moderator, they know this forum more than you do, at least trust their judgment unless you feel they are abusing what power they have.
