Mostly hunters didn’t agree to pay 1 eth because they know that a few months later it will be worthless coin, At this moment it’s happened. If signature participants earned large volume tokens so they expected a lot money from ATL which was remained payment. Before distribution it was clear declaration 18 months is set for bounty payment.
