The signature campaign was really big, but I don't believe a bounty hunter does not risk any because AFAIK, they required bounty hunters to pay 1 ETH to continue receiving the bounty, and that BTC is already an investment if you'll ask me, and with the current price now, paying 1 ETH might not be worth.
The bounty hunters are not worth to give ETH to them. Bounty hunters also work to promote their projects for successful sales and expect their hard work to be paid according to what was promised. But this has already passed, there are still many other campaigns and hope this incident does not happen again.
