How Effective Telegram SCAM report ?

Why do they only add the Scam tag, why don't they ban the scammer and close his channel!?

I am yet to see telegram forcibly deleting any users accounts, if you report particular user, they will limit their account for few months (depends on severity), for cases like scammers they just put a tag.

Just a telegram thing, I guess.
