Every country there is a local exchanger or wallet that you can able to buy bitcoin but it needs you to sign up KYC verification that asks your personal details. I think he doesn't know that you don't need to buy a full bitcoin to own bitcoin. Basically if he has $5000 and price is $7500 he needs $2500 more to buy a full bitcoin.
