The message you see tells you everything, the password you entered is incorrect. Check every password character, maybe you enter some character incorrectly, or you type a completely wrong password for that wallet.

One of the most important security measures that most wallet softwares have is to never save the password used to encrypt your wallet. Hence, I don't think there is any command that may help you restore it.
Where did you save the password? When typing check your keyboard maybe caps lock is turned on!

Maybe you are confused about passphrase and seed definitions.
Seed is the 12/24 words you save
The passphrase is an additional"password" that will encrypt your wallet.

If you don't know the passphrase there is no way to recover. Myabe you can try to brute Force if you are sure it is similar to the one you think it is.

Passphrase is case sensitive, this means that Passphrase and passphrase are different.

I doubt many people will know much about the wipc wallet here (hands-on I mean). If you’re sure that you are typing the correct passphrase, you should probably to contact whatever customer support the wallet provides, or any of its social media channels.  There’s a (pretty inactive) WipCoin Ann thread here ([ANN] Official WIPCOIN (WIPC) POW | MASTERNODE | INVESTMENT - x16r). If that’s where you downloaded the wallet from, then try getting some assistance through them.

Did you protect that file or was it unencrypted? There is a possibility that someone has come into possession of that passphrase and changed it by physical access to the computer or by remote.

As DdmrDdmr say, this is a very specific wallet, do you have some backup (seed words/private key/s) which can help you to restore a wallet on other device and to get around this passphrase?
