I know at first blush this sounds like a bad idea, but hear me out:

Would it possible to temporarily lift PM restrictions for newbies after a response from the other member?  For example: If a newbie sends me a PM and I respond, could his restrictions be lifted for counter-responses to me for a period of 24 hours?  The restrictions can still apply to messages he sends to other members, but now for a period of time his responses to me do not count against those timed restrictions.

It sounds like it would be difficult to implement, but I think it would prevent newbies from feeling like they have to take conversations outside the forum.

My concern stems from several scam attempts that I've witnessed on the Telegram platform.  Scammers are targeting newbies by pretending to be reputable lenders and escrow providers.

You somewhat need to tell your potential customers that you will send a confirmation PM with the final details, including payment address. Messaging platforms such as telegram and slack are popular because of the instant notifications when you receive a message. If you are expecting a PM, you need to refresh the page to check if anything was received.

This idea is quite good but I think it is hard to implement.
We have already a function restricting newbies in sending PM but in this case, newbies should know that security is their responsibility to avoid scam. If a lender using the telegram platform they should put telegram username in their bitcointalk profile(or any messaging platform to contact) and if not, probably it is good if they include in their lending thread a warning that they didn't use any messaging platform aside from bitcointalk.

Let's hear other's opinions about this and I only share my two cents.
It's a nice proposal mate.

Most of the scams happening because of this.

I am not sure its possible to remove the restrictions in the way you proposed but like @sheenshae said if they are going to start their conversation outside of this forum then they should contact only if the bitcointalk account has got that information on their profile.

Contact details available on each profile like
ICQ:
AIM:
MSN:
YIM:

Should be replaced with currently using apps like Telegram...

It makes sense that if someone has replied to your PM you should be able to send them 1 reply, then another if they respond again. Decent way to carry on a private conversation. I'm not sure how easy that is to implement here though to satisfy those conditions. Unsolicited there is not much that people can do, but if they are reaching out to you or posting in your thread first, it might make sense to carry on all conversation there, and then finalize anything of a personal or privacy focused nature into a PM from their side, that way it should be reasonable to fit into 1.

if they are going to start their conversation outside of this forum then they should contact only if the bitcointalk account has got that information on their profile.
Should be replaced with currently using apps like Telegram...
Yeah there is nothing you can do if they just pretend to be someone on another platform from the forum to stop that. I've had people contact me to ask if it was me messaging them , always glad to point out it isn't and good on them.

There was a discussion a while ago about adding in new, chat platforms. There were suggestions given to theymos not sure if he plans to do anything with them. Some people just type in the
"Telegram - [username]" in say the icq field.

How about restricting newbie PMs to like 3 a day?

Some forums have the Probationary period with limitations such as creating a max of 3 threads or posts a day.

My concern stems from several scam attempts that I've witnessed on the Telegram platform.  Scammers are targeting newbies by pretending to be reputable lenders and escrow providers.

If anyone newbie want to scam, he will surely try to scam here on the forum or out side the forum, so relaxing PM for newbie for this reason is baseless.
However, if there is any legit company or site who want to come here to promote their services they can always buy the copper membership which is very cheap and remove all restrictions. If someone can't even buy a copper membership, and claim he has a big business/ service then it will be fraud in most cases.

It's much harder to impersonate someone on the forum than on Telegram. I've seen a few threads about this recently:

I'm not worried about companies doing business here, I'm worried about clueless Newbies who are too trusting. If scammers didn't have success in their "business", scammers wouldn't exist. But they do succeed, and people lose real money to them.

I think you are talking about a special whitelist for each user? you can add X to your list and when Y add you. PM restrictions end.

Check ---> forum Profile (Social Media), and I remember that @theymos responded in another topic that he will do so, but amending these icons requires a lot of time, so it will be done in the future or in the new update.

It absolutely makes sense to have this functionality. The ability to add a Newbie to some sort of Whitelist and that would only be valid for PMs exchanged between the newbie and the user who added him to the list. That could maybe be a feature for the new forum?!

The solution will work-out for cases when you are actually expecting a message from a newbie that you want to get in contact with. It could be used to spam after your first response. Imagine a newbie account messaging something like "Hey Joel, are you online I need some help or need your service", such messages will want you to reply and after that, the newbie account can spam you with a number of messages which might not be relevant to you. This behaviour could also be easily replicated by any bots.

If the OP suggestion accepted, I propose another one simultaneously relax for newbies.
Remove capcha verifications when sending PMs to past-contacted users. For the others that newbies have not yet contacted and got reply (at least one), they will still have to do capcha verifications.

Can't it be here in this forum?  Its a good suggestion.

It also encourages these newbies to stay in the forum and PMs can also be reported to Admin when a user suspects that someone is impersonating in the PM, he can just click report and the admin can check unlike in telegram where there is no option to report a user.
