In case I'm wrong, you don't need to pay anyone to reship for you, there are plenty of reshipping companies that give a destination address in France that you can use to receive your Payoneer cards.

I don't know about any reshipping companies that are based in France and I don't see why you need it to be, you can use any one as long as it's trusted have good prices and offers you an address in France, you can chick shipito.com, myus.com and shopandship.com I never used them so do your own research!
