I would advice to take a look on Estonia.
This country is quite loyal to cryptocurrency and I see numerous project registered there. Plus Estonia doesn't have a tag as a money laundering country as BVI for example

I don't really know about the regulation of each country but there are lot of projects come from Estonia (despite mostly bad project) which give me idea that it is a crypto-friendly country. Singapore is also good, there has been some good projects built there.

I am sure there are few others but I will just note these two as I believe these are overall the best.

Singapore, canadian countries, england is also a friendly country too as some crypto-related finance project like crypterium operated there.
Maybe you can find another one in ASIA or SEA but im not sure if most of them are crypto friendly countries. I think this is enough to answer your question about that.

There are Asian countries who are planning to use blockchain to monitor their countries budget and Financial planning. You can try to approach Asian countries who are open in Crypto like Korea and Singapore,but I doubt if they will allow stranger to do it for them as they may plan to built team to do it for them the way they wanted it to be.

Each country have their own rules and regulations which I think your point is to finance or invest some projects which can be demand in your place. I would say nowadays is not easy to finance since the market is so bearish but nobody knows it comes on your luck that you may have a good project that can be have a good profit here in crypto currency community.

I am more in favor of a country whose economy is good and can be called a developed country that is no longer constrained by complicated economic problems. call it America, China, and several European countries such as Germany, Turkey, Britain and others. I think the implementation of finance regulation will run optimally if it is developed in developed countries.

I want to understand something because no matter the country that is friendly to crypto, except you are willing to relocate to that country or you have a citizen of the country as part of your team members, I don't see how easy its going to be because when it comes to money from abroad, or a non-citizen creating a company, funding businesses, the legal requirements are on the high side and even for some countries for having a foreign national as a member of the board of directors alone is bound to some legal scrutiny. So, except you are going on a large scale, its better you stay in your country of residence especially the one you are a citizen and do the right thing from there.

then now where is the country that you live in? I think Asia is really friendly with crypto currencies, and I'm not surprised by that because Japan is the number 1 pioneer of this technology, we will see global competition later

Switzerland is supposed to be one of the most friendliest. But i suppose i have to ask what do you mean by friendliest, if you mean low taxation, then i would go with Germany.

I won't say other countries aside from my country because I haven't experienced going there and I haven't experienced what is the status of acceptance of cryptocurrency in their country. So basically, Philippines is also a crypto-friendly country. Not as the best but as someone who doesn't regulate crypto much. The government isn't a hindrance to people and crypto.

It seems to me that Russia is most loyal to projects because there is no regulation there and generally in Russia the legal field in digital areas is very weak, so I think you can create almost anything you want there.

Well Singapore is really taking steps on cryptocurrencies, in fact there is a lot of projects growing in Singapore right now. But I guess it is worth to mention the Japan in Asian countries. We have known Japan for too long in innovating technology, I'm sure you already see a weird technology invented in Japan, hence this country has been leading in many other fields of technology, So I must say that they will be leading also in cryptography and blockchain sustain.
