Simply look for experienced programmers, probably on sites like LinkedIn, and create a competitive group. Preferably, in a sort of business district depending on what city/country you're in.
Just fyi, if you think that creating a digital assets platform is just as easy as hiring an individual on Fiverr and waiting for him to develop the platform, you're wrong. Remember, this will take lots of effort and A LOT of money if you want to at least get off the ground. If you don't have the money/funding, your business is dead even before something is built.
In addition, it also takes allot of patience and allot of research especially if you want your platform to be competitive and can standout in the market, then do more research about your project, as well as if there are already something that is existing on the market, and to see how your competitors handles their projects which is the same as what you are planning. Most of the time, business and projects fails because they are just thinking about the profits without really spending some research.
