It could be a sign that Vitalik believes that price will be much higher in the future. While Charles Lee sold all of his LTCs at peak and from this point LTC is continously falling, Vitalik didn´t sell anything. It could be a sign that Vitalik believes that price will be much higher in the future. While Charles Lee sold all of his LTCs at peak and from this point LTC is continously falling, Vitalik didn´t sell anything. 30,000 ETH for founder is just a small amount. Just look at Satoshi's supposedly Bitcoin addresses, he still has the biggest holder of BTC. So I'm won't be surprised if Vitalik has tons stash somewhere else.
