Is the user trying to sell the account or sMerits? I think he wants to sell Merits.
Selling Merits  to sources is forbidden and I don't think he is a source.
Is there any BTT rule prohibiting the sale of Merits? There are many clear cases of selling Merit and no negative trust were given.
