How would a person with limited internet access start learning python to do things in blockchain?
What resources should I have, what recommendations do they give?

I suggest learning Python or programming in general first, before learning specifically about programming on the blockchain.

There are free Python courses on Udemy that you can take: https://www.udemy.com/topic/python/free/

The courses are videos though, not sure if your internet would be enough to watch those. Though they have downloadable resources so probably try that.

Learning programming at least you have a good internet, only a certain amount of megabits can reach your device or PC/laptop to open websites and read articles or watch a video tutorial. It is primarily required if you want to learn to python or blockchain programming. With the high-speed internet plan of 5-10 Mbps will be fine. Try to read this article if you can able to open a website, Develop a blockchain application from scratch in Python.

Or buy books and read while you are planning to save the internet and no need for downloading the content of video tutorial or article content. Try to refer to this, 10 Best Blockchain Programming Books for Beginners in 2020 (Updated).

Some blockchain have python ready script for basic function like transfer fund, you just need to ask in the group for github or tutorial.

learning python to do things in blockchain?

it depends on what you mean by "things". it can be from creating useless ICO token to building an entire cryptocurrency from scratch and everything in between such as creating a wallet. and each require a different level of knowledge and also they involve different set of topics.

There is a FOMO brewing...

I assume you have at least an internet connection for a couple of hours in order to download some resources which you can use for learning python and blockchain. I have found some pdf that is free to download in the internet and I think I can share this for the benefit of other members as well.

Mastering Bitcoin: Programming the Open Blockchain
Blockchain For Dummies
Blockchain Easiest Ultimate Guide To Understand Blockchain

Slowly learn the basic first in python before jumping into blockchain.
I recommend you to read The Python Tutotrial, you can save every tutorial there.

If you have a bit of background with programming (Any language would do) then learning python should be quite easy for you. If not, then I'd suggest learning something of the basics of programming first like the Recursive statements as well as conditional statements. Most logics work around those so learning and understanding them fully should be quite helpful to you. You can try looking them up at Khan Academy, Udemy or if you just want to learn the concept without the need for videos, you can go to tutorialspoint. Goodluck with your endeavor though.
