Does anyone know how to create a meme based website?

I mean, almost all types of websites have some script online you can use to create that kind of a website without too much knowledge about programming but I can't seem to find some for memegenarating websites..
Does anyone know how to do this?

for example there isn't such a website for the eRepublik community or a website where you can create and view memes in the Croatian community..
