What do you mean? This is not 2009, there are a lot of OTC options out there you can use your USD to buy Bitcoin

If you really want to buy BTC, you should not only write what payment method but also premium/percentage and specify escrow.

This statement have make you a target of crypto scammer and i will advise you not to do the business through telegram especially with user who's not among DT members. You have two best option
1) Answer owlcatz question while you edit the OP page and add your terms of payment (PayPal, wire, WU etc).
2) Contact people ( alex2012 ) who have been doing crypto exchange for awhile on this forum
