I can say that it is quite reasonable if we analyze from the aspect of statistics. But from the aspect of appreciation to the reporters, the number (300) is better to decrease. However, you are right, it is the decision of admin. And it is his authority.
Admin definitely made decision from statistics. From what I've known about the admin, he does not make anything arbitrarily. We all don't have that statistics (total reports of each users) but admin does have these statistics, from which he does know how many reporters satisfy that requirements (in frequency and in percentage) as well as the burden of data storage on the forum system.
We will do not have access to such data, I believe.
I also don't agree with you on reducing the cutoff to below 300.
300 mark even show's that the user is more serious about the forum reporting and a stats page would help him more.
Exactly. 300 report threshold is so easy to achieve. Let's assume that you maintain your daily reporting habit and maintain total of daily reports at 10. Then, after 1 month (a bit longer or sooner), you will do achieve that threshold.
The forum has many bad posts and if you know how to effectively reporting, you can make it possibly and easily.

[a]: When you find dozens or hundreds of spam-/ shit-posts in one threads (you mostly find them in Altcoins - Announcements or Discussion), you can report them to the Spambuster club, where the others, especially LoyceV can help you out. But this way, you will do not increase your total count of reports.
[c]: That script is helpful because you can create a template of texts for your reports, such as: "Spam", "Burstposting", "Don't obey rule of bump within 24 hours", etc. You can also follow that one:

[e]: Your reports will be treated as posts, hence you will not be able to make too fastly reports that exceed the allowable time-gaps for your account at different period - depend on your activity points (even you use script).
