In order to offer you 20% reduction, the account has to have a big number of BNB, which I expect there aren't so many.
A normal account can offer you 10%. At least that's what my account has.

Binance allow users to generate a custom referral link with customized fees sharing.
For example, VIP accounts can have 40% fees discount (if they own a lot of bnb)
That 40% can be shared between me and my friends, until 20% each.
