Thats not possible for eth ya we have seen eth got pumped during btc rally but according to chart and current market scenario this year i am not seeing hyped rally for eth. If ethereum upgrade will create some hype it will take it to 300-400$ mark and i think it is good for it as we will again see growth for eth Blockchain and its token will follows its trend.

Reaching or breaking ATH wont really be that simple yet there would be lots of factors should really be considered or to be achieve first before that thing happens.
BTC is even having a hard time on reaching or breaking resistance, it wont be different on most altcoins in the market.

Ethereum greatly depends its price based on the performance of bitcoin but even if bitcoin will reach even more than $20k, we cannot conclude right away that ethereum has all the chances to reach another ATH too. I know ethereum is a very potential coin but it needs more than great news and application for its price to increase as much as 1400$. It may level up its value but not more than 300$-400$ i think.

if it only depends on BTC price growth I don't think it will reach that high. as will be done by the developer with the update that has been prepared I think there will be potential for improvement but as your prediction makes more sense for the current conditions.
