I don't really understand what you mean, what do you mean good exchange for trade, or a good exchange for registering new coins, as far as i know popular exchanges that have good repustations and have a lot of users are binance, you can try it.

I think the first thing that you should search is how much the fee for list your coin in the exchange because the fee will not be the same between one exchange to another exchange. If you want to know which exchange that is good to listing your coin, then binance, bittrex, kucoin, poloniex, but that exchange will cost you big money. I don't know how much the fee for every exchange, so you need to find it by yourself.

You can add also to the option is daily volume and check if the volume of that exchange is real and not faked.
Users of that exchange more users means more potential buyers of your coins that will be listed.
Popularity of that exchange before listing make sure it is well known of the traders .

Binance is the dream for every coin to get listed on. The CEO has given clues to ease your coin to get listed and what I can remember is you need to get an online coin with active community.

I'm not sure about the fee but they have said already that listing fee isn't the one they need, the most important is the community.

Of course, developer should choose listing their coin to a high rank exchange, if they have the funds they should go for it, Binance coin and Kucoin is a top priority, both of these exchanges passed all the requirements of what a good exchange should be and should have, but if they do not have enough funds they can go to a low exchange and just list later when they have enough funds to list to big exchange.

I think its the fee that he is worrying. OP must have been part of a team who is trying to add their token to an exchange. You would rather be going to a DEX first since they are the ones accepting free listing. If the project however has its own blockchain then exchanges like CREX24 seem to be accepting them for less expensive fee. Exchange listing is what makes the project not fruitful in the coming years.

If my guess is correct, you should try to list at the top exchanges in this market such as Binance, Okex, Kucoin, Huobi ... these are the best exchanges and have the most users at the time. If your project is real and good, then try to contact them. But I don't know their listing fees, each exchange has a different fee and no exchange publicly discloses this issue

If a new token is entered into the DEX exchange then I am sure it will be cheap at the price of the token even though the free will not return to the original price if there has been a severe decline.

depends on you @op if what if your preference . you want dex or cex  ?  you want a cheap fee listing or a high fee listing  ?  but usually cheap listing were bad exchanges  or not so good exchanges at all but high quality exchanges usuallly have a slight higher fee because they  only want the best coin for thier exchange   . binance  and kuckoin are always on my bucket list    . so this was the only exchange i can also recomend to others that are seeking  for exchanges  . both are cex but if want dex , binance dex and etherdelta are good too  .

IF you are wanna starting a good reputable medium-tier exchange site and kucoin or bibox should be the best choices as both were running without any problem and various features available on both of exchange sites and that needs fees to be listed on both of exchange sites. The fees are not so much as what already applied by major exchange site like binance.

The trader fees look competitive with another exchange site like binance or okex. Both are having good community too. But this is the problem that is difficult to be filled by the new coins is about to meet all of the requirements.

Of course, everyone will suggest top exchanges. But, do you have enough money for this? Most likely the answer will be no. If you are interested in listing in a good exchange, I suggest listing in Kucoin. This is really a good exchange with good volume and community. The listing is a little high but it worths to list your project there. This will be the future giant exchange in crypto.
