Unfortunately, it can be a personal wallet, not an exchange.

Don't know if there's anything you can do about it tbh... maybe report it with the site you bought it from, since it's a considerable amount, they might do something about it

It's obviously a phishing/scamming site as per your definition. That wallet address does not belong to any exchange though, it is part of a big wallet with lots of transactions.

There is not much you can do. You should start by filing a claim with the authorities in your country that handle fraud cases. If you can confirm it is actually the same guy and tie him to the video and company then you are well ahead of most scammed individuals, as you at least have someone to go after.

It's good you brought it here as now people who search for it may be able to save themselves in the future.

Since I have the swissminer thread in my watchlist and I read your previous post, I have to ask you...
Why did you pay him in crypto when you already knew the company was in your home country and you could have simply asked them that you will pay on pick-up from their location? If they wouldn't agree then...

Anyhow you have a previous case, a final ruling in court solved favorably for somebody go and submit your claim as long as there is a chance you might get something back

For the second part, about doing something against the scam and not recovering loses, under EU laws that's no longer a civil dispute and since we're working on a civil law and not common, not binding authority in civil cases, you will have to file a different complaint and hope a prosecutor will pick up the case, what happens after doesn't concern you anymore (as in you're not going to be involved)

  I actually was invited at his home with his 3 kids ,No wife just divorced and this guy gave me 10 boxes with S9 Bitmain Labeled SWISS MINER TECH same as on the Ad. the PSU also Branded Swiss miner tech looking cool (red on white) that's  how I made the transfer,inside his home (damn) . His kid was even confirming that they are doing this business on a daily basis , he said he has this website for miners  https://bitcoinminers.bg/ from where he has started, has made a lot of farms here in BG (OMG)

  He said this S9  is their test version  and their actual model is on the way and that the software is the important and that I am buying a license   and then he said must order the oil and the tank and the cooler and I gave him cash for these and he delivered all in 2 weeks , but then started to say that there is an issue with my place , it is too hot or the electricity shuts down unexpectedly very often or any other issue , and then I told him to give him back all the equipment and he to  give me back my money ,but one year waiting.He was so good, In the beginning even he invited me to go to the church every tuesday and sunday , you will think this guy is an Angel . Taking care of his 3 kids alone ,the youngest was one year old the eldest was around 9-10. I pitted him the whole time ,as I myself have grown only with my dad.
  
   But Before 3 months I saw him with a new car , so I asked him to start giving me something ,just to throw  a 100 EUR per month , but nothing. So I told him now , "you don't give me a chance , I have to file a complaint" and he threaten me that ,if I do so ,I will not only not get a penny from him ,but then I will be the one to  owe  money to him, not he to me . This guy is a devl. and pretends to be an Angel, I was so lured that I begged him to sign a contract for EXCLUSIVE RIGHTS for the US market, and we signed it   , I reserved a web domain swissminertech.com, I gave his accomplice - this other guy with him from the youtube ad- Aleksandar, an access to this website and some 400 leva to start building it with their logo and video and stuff.
  I think I really have to file the complaint ,but must find more victims , can anyone contact   vb2005, because I think he is one of his victims as well.  I read his posts, I cant contact him as a newbie, please give him my telegram , i will post it later if it is allowed , thanks!

I wouldn't wait, you should file your complaint even if you don't find more victims. They can always jump on later.

yes i am from victims. I actually think the guys from the video on youtube about swissminer- Vladimir Penev and the other guy - i forgot his name are idiots and they were scammed by another company who they paid to make the firmware. But at least part of the money should be in Tiara galiano EU because
part of the final price should be a profit

and he just plays stupid because as you said he has some of the funds and he is not giving it back , so this means he is 100% conman, because the logic is any Christian, as he is pretending to be would return his % from the deal and would point the other people from that imaginable other city.  But only lies till now.

How is that not an exchange wallet yet it has over 907,910 total transactions?
And the transactions happen within spaces of minutes... I don't think an individual alone could make such a number of transactions using all 112,981 addresses (https://www.walletexplorer.com/wallet/0000657c85c6dbaf/addresses0

I think it's an exchange wallet containing various addresses but tracing the exchange that owns it might not be easy.
