someone is spamming random emails with that message trying to fund idiots that believe it and pay up.
many people have received an email worded the same. its just a con

You aren't hacked brother unless he showed you some of your personal information and files. Hacking nowadays are difficult depending on your privacy and security measures. Though he said he hacked you so you must pay, it is just a mere bluff as hackers often breaks or encrypts your device or your account alone then requests payment (same as the ransomware). Yet he didn't even had any proof of how he managed to bypass your account. UNLESS, you really were had a poor security measures with your personal accounts. Though whatever he was saying, better to tell others first with your matter such as your local police and/or your contacts just to at least warn them you are hacked.

Don't give in, and just change your passwords if you still feel unnerved.

Youre right, its just a bulk email sent by some random hungry scammers, he should rather change his password and increase the security of his mail such as IP authentication and also recovery email. You can as well link you mobile phone to alert you on new logins.
