Let me explain and it is just simple. create a bounty project with all those social media account. after the whole campaign, the real owner of the project ran off due to poor marketing and ico Failure. the bounty manager who was in-charge of all those account converts them automatically to his fan base page.
Quite simple tricks that has been working for them.

i just want to correct , its not a page its group so its different to what you are saying lols.

Member are freely to join in a group and no one force them to join thats why there are members from different country. The group has 400-100  daily request so no need to use that scheme you are saying ( lols )and it will only work in page not in a group.
