The reason certain users were not accepted is mostly for poor post quality and/or not doing regular and good posts in gambling boards. But this is something that can be worked on. Improving your post quality will also lead to more merits, since we saw quite a lot users applying although not meeting the merit requirements, which were clearly stated in the OP (and which is something that gives a bad impression right from start btw, if you don’t care to read everything properly  )

Last but not least - we dont really like giving the Senior spot to a Hero but it is for the good of the campaign and in order for the campaign to last as long as possible, we all want it to be a success dont we.

Short but very important note: Why are so many people applying with less than 10 merits earned in last 120 days? We stated clearly in our opening post that this requirement must be met in order to qualify. Please do us all a favor and read threads before you are applying, this will help you in future.

It is possible that they apply, becuse they think that posts quality is more important..  Not many people care about Merits, because 10 Merits everyone can buy for a few cents on local forums ..

Seems like that's what exactly you've done. I do not see other reason of why you would receive 9 merits for this post.
Backing to the main point I say, that users without required 10 merits apply for the campaign without reading rules. They simply hurry to join it without paying any big attention on rules. In the most of cases they do not have a lot of strong, but unmerited comments at all.

You can do these 10 posts only in gambling discussion, thats fine. Or do 10 posts only in gambling without posting anything in gambling discussion. Or split them between these two like 5/5, 4/6, 8/2 - whatever suits you best.

It wasn't. In every signature there is the same link = https://luckydice.com/?p=btt&d=sig (bitcointalk signature?). So i guess they did that to test results from campaign (check how many new users comes from bitcointalk signature campaing). If you will change this link you will in fact make this campaing looks less productive. My guess is that it is not welcome.
