I think you are thinking about IEO. The best place to hold a token sale is one of the top ten exchanges, especially Binance, Huobi, Kucoin or Gate.io. The most projects, that sold their tokens on that exchanges made good profit.

If I had any chance to create my own coin in anyway or shape one day, I would honestly give it for free on PoW and not do anything myself. Maybe new people do not remember those days but back in the day if there was a coin to be created they would just release the wallet and let people mine it to have it instead of giving it away instead of ethereum or bnb or anything, the owners and creators didn't made any money from it, there wasn't premined or anything.

Nowadays all coins are fully premined and given away in exchange of money for it and I dislike the current system. Just make a coin, release the wallet and let people use it however they want, I wouldn't own any of it when it first starts and maybe mine it as much as I can but that's it, wouldn't get any extra from anyone else.

You're right and that was because in the early days people are not into cryptocurrency to make quick bucks but to showcase the beautiful and potential part of crypto/blockchain.
With that been said, fully premined coin or not still dont provided both investors and project manager security from fraud or scam as the OP asked.
I believe the OP need to first forget about ICO cause most investors dont trust it anymore,  hire an experienced blockchain expert consultant who have work with previous successful project for better advise and run his IEO on current trusted exchange site.

hold ico or the coins  ?  are you refering to a wallet     ? or you mean what is the best place to conduct an ico  . well every ico has thier own site   . you can use a high level security on it so that you can protect them from phishing , hacking , etc  .  you also need to search your project on the web to know if someone pretend to be you because this is one of the tactic by scamers    .  laslty , it will still depend on the advocacy of your project if people find it worth it to invest or not  .

The ICO project is now almost dead and has switched to IEO, I still have time to find some who are still launching ICO, it's just that investors might hesitate to invest their money there. And for now it is better to choose IEO which is launched on large exchanges, because many projects fail due to lack of funds and force to do so on small volumes of exchanges.

I think i little number of people interested with ico, all investors moved to ieo. Because a large number of ico are scam. For Ieo i like binance and kucoin exchange. Because they are topexchange, real trading volume and trusted exchange.

Crazy enough in my opinion after all these quote unquote scams and such I would still feel more comfortable with an ICO than an IEO.

This is true and I have also noticed more situations, when different people think more on where to store the funds. And what exactly do you mean by other ways?

Well, I would say that the most rational approach is comparing storing right on exchanges with storing on hardwallets. And what I have noticed - the demand on hardwallets is growing

If you mean IEO then there are numerous places you launch IEO depending on some factors such as the cost of launching an IEO, novelty of the project. The best is binance but it is capital intensive and your project must be solid without any hidden details or trying to be anonymous by faking your identity. Anyway, the chances of getting listed on binance is very slim even if you have the money. Livecoin is another good place to launch IEO although recently, they stop accepting IEO. Others include STEX and KUCOIN. most of these exchange have a large amount of traders and your token can be sold out within a few days so you may not need external promotion or affiliated marketing.

Binance would have been the best but it's not easy getting listed there because of cost and stiff competition and the nature of your project too. Kucoin is another good exchange, I don't know about their policies though.

Are you talking about the tokens you would be taking? I guess the best place would be your wallet. Store it in a wallet in which only you have access to the private keys of the wallet. I have seen people holding tokens in exchanges too (since managing wallets become a hassle for them) but I would never recommend it. The exchange might get hacked anytime soon.
If you are talking about holding all the tokens that are to be distributed, then I guess a very trusted well known escrow would be the best. But will the escrow be willing to take the risk?

I think if it's still in the form of a token then the safest place to store the assets might be to use a wallet like myetherwallet because if you store it at the exchange then it is very risky when the place of exchange is collapsed or not scam then you will immediately lose your assets.

Did you mean ICO? Then I don't know there is any good place available for it. But if you mean the IEO where both the investors and project owners will get profit then I must say it's the Binance, OKEx, Kucoin and Huobi is the best place to do it! No one is interested in ICO anymore, so IEO is a better option, still!

Sometimes it seems to me that people who ask about ICO were frozen for several years and now woke up from hibernation. What you are asking does not exist.
There is no platform on which ICO would be located and conducted, what you are talking about is called IEO. Exchanges conduct ICO on their platforms, this is called its IEO.

It’s the same thing, only the exchange platform acts as a guarantee of security for investors. There are no guarantees that you will receive a profit, but more often than not, you will receive your coins.
How much they will cost is another question.

What are some of the best places you can think to hold ICOs, that provide both the investor and the project manager security from fraud, scams so on and so forth?
ICO has several problem any one can run ICO. In 2019 this base was gone to IEO and there Binance exchange is the best. New process is applied by IMO ecosystem. From IMO ecosystem or wallet you can make your investment in new projects. Although for some reason I don't trust IMO ecosystem.
