"Is this offline or online Load?"  i think is possible offline anywhere this is access to ATM if,possible from any branch of atm associated to your bank. Alternative, most international banks support direct transfer/loading from ATM into card (visa/mastercard)

I doubt, if this direct loading functionalities will work from ATM in philippines.
