Changes in merit policy

I just have noticed a change in merit.
A staff has given merit to an user which isn't same as usual as mine or others. Does this mean merits from staff member carry more weight?
OmegaStarScream has given a merit to TryNinja and another user which has a star icon next to the merit amount.

If you mean the red tomato picture - that was part of OmegaStarScream's username. Nothing unusual about the merit itself.
