AFAIK, it's not the gov't that has problem with the adoption of bitcoin. But, the banks themselves are the ones that's halting the progress of bitcoin adoption in India. Correct me if there are members here that currently follows that issue on your country.

That is a big assumption to make without valid proof to back it. You understand the level of bullishness that the market would show if one fine day a country's government legalizes crypto? Its way way logshot considering the blanket ban currently in effect.
