You'll have to email local bitcoins support and tell them you sent bitcoin cash to that address...

If they tell you its impossible for them to recover it, then they're jut outright lying... They may not want to recover it but you might be able to keep emailing them to a point where they do (they'll have engineers at least to be able to do it).

If the amount is low enough, they will probably not want to help because it wouldn't be worth the effort.
I'm not sure if this applies to OP's problem, but:

Quote
Custom work, e.g. research of possible external problems, is 200 EUR/hour paid in Bitcoin at the current market rate. Minimum billable amount is 200 EUR.
(source: https://localbitcoins.com/fees)

From what I understand, they ask you 200 EUR if you need help with external problems. I think sending to the wrong chain is considered external.
Best thing you can do is email them like @jackg said, and ask them if they could either give you the necessary private keys or if they could help in any way. Give it a try..

In such cases, it all depends on whoever controls the private keys of the address to which the transaction was made, and it is in this case LocalBitcoins. From some past cases, it's known that exchanges mainly solve such problems if larger amounts are involved, while for smaller amounts they do not want to waste time and endanger the safety of their wallets.

I found one identical case where BCH was sent to LocalBitcoins BTC address, and what is interesting is that one user claims that the recovery of coins also depends on what type of address users is sent coins.

Check the transaction you posted and you will see that the coins are no longer in that address. Sending bch to a segwit btc address is very perculi. What this means is that any miner can take the coins for themselves with just the public key.

How true is this claim, can miners do that?

This might be the answer to your question: https://bitcoin.stackexchange.com/questions/7473/could-miners-steal-money

I don't think it's that easy. I've never heard of someone's coins sent to wrong chain being stolen by miners.. it's a first time for me.
Otherwise, what would prevent miners from stealing money from Bitcoins sent to wrong Bitcoin addresses never used before?

@OP: Getting in touch with LocalBitcoins support as mentioned by jackg and 20kevin20 is your only bet. Unfortunately it's likely to be rather costly as most exchanges charge retrieval fees in the hundreds of dollars (assuming they offer retrieval at all).

I guess they are alluring to nested P2SH SegWit's anyone-can-spend outputs?

Sending BTC to P2SH BTC SegWit -- those coins are safe. Any attempt to "claim" these coins would result in a (soon-to-be-orphaned) fork that will be ignored by all other BTC nodes and miners as enforced by SegWit rules (ie. according to SegWit rules such a transaction would be invalid).

Sending BCH to P2SH BTC SegWit -- that's an interesting case. Since there are no SegWit rules to follow those coins truly are anyone-can-spend so are up for grabs by anyone, not just miners. It's just that a miner would be stupid to not claim those coins for themselves, the only competition being other miners (ie. there are no SegWit rules so such a transaction would be valid).

In addition to my last post, it might be worth sending aessage to coinbase support too. They might just have a bug since lbc uses native segwit addresses and if they did send it, they now have a bug...
