What do you mean by "Satoshi"? Are you using an auto translator or have you missed the word?
Generally, if you are in Dubai and you have the money, you can deposit it in any bank account and use https://www.rain.bh/ for buying/selling.

Cash trading is dangerous and I don't think there are many people in Dubai who might do this.

BUT:

1.: Proof of ownership of BTC is not done by Satoshi(You probably want a microtransaction),
its done by signing a message. Those who dont know that, usually dont know much about bitcoin and trading.

2.: The reputation of OP is not really good. Just read the reference in the Trust.

I'd prefer you to use LocalBitcoins. Although their fee is high but fair enough for secure transactions.
Also, make sure you use a middleman to perform deals out here.
