As mentioned above. I have exactly .002 BTC and I need to trade if for $20 Paypal. after fees it may be .00195 or so. My withdrawl is for .0021 But I think the extra .0001 goes towards fees. It may be even .002 after fees. Either way I am going to send it all for $20, Still pending withdrawl but I already have a buyer lined up!

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.
