Two days ago, a user posted in Meta about a topic that had been moved to another board by moderators. I don't mention that user and his topic, so I don't help him to advertise his service in Meta. But all of you know what I am talking about.

That topic is now on Services board again. It has likely been moved by the OP. I don't think moderators have been convinced to move the topic.

I have two suggestions.

1. After a post is moved by a moderator, the OP shouldn't be allowed to move that topic again. He can only ask moderators to move that if there is a legitimate reason.

2. Meta board can be abused to make a topic more visible. Sometimes it is needed to trash the topic made in Meta or lock it at least.

Again? So the OP keep moving it back to meta? So his likely advertising that post and meta is one of the very noticeable section.

I agree with this, however if there's an instance that topic fulfill its need or ended? Its gonna be a double work for moderators if they are the one who will moved or locked the thread.

It'd be better to just say they can't move it back rather than they can't' move it at all.

Sometimes if I make a topic in development and technical and it gets moved to off-topic or altcoin discussion, I'd rather change that and move it to serious.

Equally, what if I wanted to move a topic to archival? Would I have to request a mods attention in all of these circumstances?

Yup, It's a double-edged sword. TBH I don't think we need this at all if the user is being a dick and doesn't stop reverting the actions of the moderators, they should be warned and if they don't listen just give them a temp ban and if the behaviour continues a permaban should do the trick. One-off cases don't need special attention, it's just a waste of time and resources.

I am agree with that. Like locked topic, if any topic locked by moderators then OP isn't allowed to unlocked it. Same practice should be done with moved topic as well since moderators only move thread on appropriate board.

I think it's pretty high punishment for move thread. Rather than punishment just not allow would better solution IMO. Just treat them like locked thread would better.

If it is repeated more than once, report it again and mention the reason + explain that the user has returned the topic to this section for the purpose of advertising.
Mods will decide what is the appropriate option, but it varies from case to case.
I don’t know what the powers of mods are, but admin can prevent moving topics again.  

Sometimes the topic is moved to other boards to bypass some restrictions, for example, deleting "Bump" with in every 24 hours.

I don’t know what the powers of mods are, but admin can prevent moving topics again.  
I see admin locked topics that can not be unlocked. I don't know the forum global moderators have the same rights to permanently lock topics or not. They can have that rights but moderators don't have it (maybe I am wrong).

Permanently moving topics and restrict them to be removed back to where they were originally created is a strange rights. I did not see anyone say about that right (even for admins or global moderators).

It's possibly a good idea. Whilst it's rare that it happens, there have been a couple of instances where a user has disagreed with where their thread should go and then kept moving it back every time. Those users just ended up with a ban though. Maybe mods can choose to 'lock' a thread into a particular section if this happens but I'm not sure it happens enough to warrant changes and as I said users would just get a temp ban if they became a nuisance. As for the thread I think you're referencing that's a tricky case. I think due to the wording/promises he made it does look like a scammy HYIP, but I'm not sure it actually is.

This would be even less likely I think. Threads can be locked once they're resolved but they shouldn't be trashed. As long as they're not constantly bumped for no good reason they will quickly be forgotten about.
