Not sure why but there was a mandatory fee with paypal of ~2$. I sent the full 35 though as that's what we agreed upon.

what fees send friends payment to canada paypal acc and EU paypal acc?

I'm not sure  what the fees will be it depends on how much you want to exchange. I just ran into them the last time it was a EU account. Canadian account shouldn't be an issue unless you don't want If you send me your Paypal info I can check the fees.
