Which one is the best US state to start a mini farm and how to deal?

Hey guys, I started this thread on BTC Mining forum but I think moderators deleted my thread, I hope this is the right place to post

I'm planning to move to US to study for a couple of years, and I always wanted to start a mini farm, and I'm doubt about some stuff

Which state of US is best to mine? I heard about Washington state...
Is it possible to mine without start a business or do I have to open a business to pay taxes and be legal?

It´s hard to find such information
