You will see that the first answer is unrelated to the topic and just some generalities, i.e. the user just rushed to post something, anything.

(I don't like to do this privately/hidden, maybe the user deserves a second chance; that's why I didn't PM. It's up to you what you do with this information).

In my understanding that you are reporting to a wrong authority. I do not need to mention that spams are supposed to be reported to mods and not to the campaign manager.

What will happen a campaign participant continuously spams beyond threshold?
Mods will temporarily ban spammers which may result in disqualifying from the campaign.

IMO, spam monitoring is out of campaign manager's control and moderators are here for that purposes.

I've obviously reported that to mods too. I still think that the signature campaign managers, especially as reputed as this one, should know about this kind of things.
(And also the user should be notified that we know; so he can improve)

I agree with @babo to a degree - your post doesn't actually say who you are brandishing your pitch-fork at - the post appears to have already been deleted (assuming it's the one I *think* you are referring to and not who the OP is referring to in their thread ^{(which would have been a much better way to air this grievance rather than flood post in a campaign thread with a non-issue that was resolved through either the poster removing their post, or admin/mod intervention)})
