You need 50 lvl 10 referrals. Extremely few accounts achieved this many referrals (Most that achieve this many go on to achieve 1000+). Not only that but these accounts aren't incredibly active, as they are often from semi-pro gamers who have their subscribers sign up through League, who have moved on to other games.
Rusty Blitzcrank
Rusty Blitzcrank is one of the only non-limited edition event skins to be removed from the store, ostensibly because of low quality, as it was almost identical to his basic skin. Because of it being basically the same as his original skin, very few people bought it during the event.

Legendary Skin. It was 1820rp and is now discontinued because of poor visual Character design or something like that.
