This is completely a new try and the gambling site authority might have come up with this plan after the postpone of most of the leagues that were scheduled for the upcoming weeks. Prediction of winner on a game can be predicted, but it is simply hard to predict the weather. What we do with this kind of gambling is playing against the nature. During these times of crisis it is important to find a way to take our minds away from what it is happening around the world and while gambling can be a way to do that you should not rely too much on it, it is better to take all the free time that we have now to catch up with old friends or try new things that may lead you to new hobbies, after all even if many people are not talking a lot about it mental health will be critical during these times and we want to avoid people developing cabin fever as much as possible.

It is quite impossible for us to spot an open casino with the current situation we are facing now, except, if there are countries who are not affected by the crisis where they have no lockdown and community quarantine protocols. So, we can expect gamblers all over the world are playing online since the platform aren't available, they will find alternative to gain money and to experience the fun in it.

If they are small country, they can test all the population for covid just to make sure no further infection within the community. Because they might have the lowest case of infection, which is one in this case, but there are silent carriers of this virus in their population. And before they know it, the vulnerable age group is already infected. People come and go in one place, you don't know where or who they exactly come in contact with. Better make yourself safe from infection as there is no vaccine yet for this.

North Korea has the zero case and Turkmenistan government has declared they have no Coronavirus patient. I doubt the governments of the mentioned countries have been honest with WHO organization and the dictator regime let the population to cut down the possible virus spread cases. Pacific nation of Vanuatu can be included in this list.
Quarantine is the good excuse to increase the marketing budget for online gambling platforms but not everyone has the same technical knowledge and skills. I doubt the physical casinos will be priority for the stated country citizens due to the crowd.
