Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

Piece of advice, don't send as friends and family. It is against Paypal tos. Send as goods and with it the proof of delivery. Just a friendly advice. Many will say I am wrong, but my paypal is working for more than 10 years never lost a dispute or a limitation even when someone sent me stolen money.

There is not a single legit bitcointalk escrow which will offer escrow service for paypal transaction

I think he is requesting an escrow to hold the BTC. Of course that has no effect on the security of the PayPal transaction, but at least the crypto can be safely transferred that way.
