I disagree.  He has no chance of getting near DT, so why waste time bloating up your list?

The flag does a lot more than making a private note you won't trust him if he ever gets on DT.
Absolutely on point.
Distrusting should mostly come in mind when a scammer has a high potential of becoming a DT member or is already one. Negative feedback and trust flags should be more than enough. If they do try to get on DT later on, members will notice it.
