It's clear that the user is advertising this service because he's claiming that he was able to withdraw funds. Also, from looking at his trust history, you can see that he has done a similar thing in the past.

The site claims that you can get free coins whenever you use the promo code, but obviously that's just a way to make people install their software. The downloadable .zip contain two files, both seem to contain malicious code:
