I'm looking for cheap and quiet ASIC miners to keep as a hobby in my apartment. They must be relatively quiet, the hash rate doesn't really matter all that much.

I think there is a thread where they explained how you can make yourself one that is quiet but doesn't hash a lot since you use only 1 out of 3 hashboards.
If you are willing to cover the cost I can make you one out of V9 (if I figure out how to control it's fan speed since that is the main source of noise, but I do not think it will be hard).

yeah an s9 doing 1 board  can be very quiet.

does 3-4 th pulls  300-350 watts

I have a thread on how to build
and someone riffed on my idea and has a thread on a better design

I also did some testing with a m10 and 2 boards.

set to low.

lastly there is a guy here selling a 2 board s15 which may be exactly what you want but you will need to supply 220 volt not 120 volt.

https://bitcointalk.org/index.php?topic=5232832.0

if you have 220 volt power his 2 board s15  set to low may be quiet enough for you

In terms of 110v, fully functional, and quiet, there are 2 options that come to mind.

Antminer R4
Antminer S7-LN

I run both in my house on 110v.

The power in my area supplies 230V power. I've been looking around recently but I couldn't find anyone selling Antminer R4 or else that would be a pretty nice machine to have.

there are a few R4 on eBay - little high priced in my opinion but that is for each buyer to decide.

I got both of mine from eBay.  Pretty happy with purchase.

200-250? I haven't paid more than that for any of the 4 others I have at this point and even at that range these are likely to never ROI but fun to have for hobby miners and for playing the lottery

if you have a different price in mind, let me know.
