Does anyone know if Coinbase is still doing this?

I think you are limited to 100$ a WEEK instant buy your first month.

This is true, the weekly value is reset on daily basis so you can buy a few dollars a day after your 100 per week, its not a weekly reset. After you have made 1 purchase, have a credit card attached in-case the main account does not have funds to cover the cost, and a Coinbase account for over 30 days you can instantly buy 1000 USD worth of BTC per week.
