There are a lot of open-source DEXes out there. I suggest you check this list first.

And if you ever find someone to buy the exchange from, make sure that you're capable of reviewing the code yourself (in case the seller left a malicious code/backdoor).

To be honest, with that budget you can probably find a pre-built solution that you can purchase. I really doubt it that someone would build you a custom decentralized exchange from scratch (except maybe the all-knowing Indian scammers who will undoubtedly spam this thread)

I agree, and if the OP don't have a clue on everything what was written in the code, chances are there could be back doors. So just a friendly advise to the OP, just be careful on who you are going to hire to build the DEX that you are dreaming off.

Just giving my opinion with your budget. That can be made by those developers who will hit you up and give it as you want. But, settling with that amount can sacrifice the security of what you're trying to build.

It's the other way around and much expensive than the dex that you'll build. But anyway, good luck and it seems you have already attracted some devs that will work for you.

Since it's decentralized, why do you want to create it? Can you use a lot of open-source platforms for that?
Also, the problem of decentralization is liquidity. Do you have enough money to promote your platform?

It is best to employ people you trust and not anonymous programmers from the Internet, given the possibility of having many back doors to these platforms.
