Warning, telegram rogue dangerous application created and distributed by scammer

For sure that link will be dangerous. Any official update from telegram, we will have official notification.
That links perhaps can contain malware or trojan, and it can endanger our gadget/pc once installed.

Just stay away from any download links that are not sourced from official sources (legit sites).

Telegram members who do not have much knowledge about computers in general could easily fall in this virus trap, but it's Telegram's fault imo for not showing up a warning sign whenever an user receives messages from strangers especially with downloadable files! I'm surprised they even let users send executable files, that's a very big red alert already from the start..

It's hard though to keep up with all these scams and also pin them somewhere for all newbies to see. It's a matter of luckiness too - if you're unlucky, know only very basic stuff about computers or smart devices and are also new here, it's either you're going to do a little research or you go YOLO. We can't put these informations in every newbie's head to prevent them. It's in their own best interest.

I think that Telegram should have a feature that does not allow strangers to send files to users. Besides, there should be warnings for links sent on telegrams.

It's a virus application. Actually a clone programmed to steal your details. This is why it's very dangerous to save sensitive information on telegram.
Next time a stranger messages you on telegram and starts discussing about freebies or want you to download a software, use the "block user button ". That's its purpose.
And I suggest telegram should give a warning to block users that send links, files during their first time of sending message.
