At first place, why are the investors are getting scammed when they invest on a new project? Because they aren't doing their own research and they are just investing because that is what they saw in the internet. Because these are the projects who is the noisiest in different social media platforms. Because they saw some popular crypto enthusiasts saying something about their project.

What lies beyond that things are the facts that they will just scam you because scamming in an ICO right now is very easy as long as you know how to attract investors. What is the best thing to do to prevent this?? Don't fooking invest on these new projects and focus on investing on old coins. Is this really hard to do or understand?? In 2017 and 2018, there were a lot of projects done the way you described to scam investors. They only need to spend $ 100-500 to create everything about a new project.
