My objective is to give some loan to people who are currently having fund in their limited paypal.

Unfortunately, most people donot know a way around of getting their money out from limited paypal account after 180 days.
So, i'm offering to help, by giving out small emergency loan in order to access the account, Paypal limitation is base on different factor's & the approach of cashing out these fund varies from one region to another.
If, everything goes well, my client's should be able to get MORE fund in addition to the LOAN.
It's just a way to help people who might be having some fund in limited pp account.

Pardon my silly questions, but I'm just trying to wrap my head around what you're doing here.
Your plan is to attempt to extract the funds from the limited PayPal account yourself? Then why is this a "loan?" Why aren't you just buying the account?
Whether you're able to withdraw the funds or not, why would the borrower repay the loan to retrieve a useless account? Assuming you're successful, is the loan then considered paid?

It's very complicated when it comes to dealing with some people on this forum. if, you search within the lending/borrower's section you will see a where another member posted a thread, requesting for loan with usage of his/her limited pp account as collateral!
*What was the response from some of these audience? paypal limited account cannot be use as a collateral.
Now,i'm offering loan with request of paypal limited account as collateral. As still get same comment like oh what will you do you with such account ....!
