It looks like a trick to attract people, and many will see Twitter and that will make them invest! I don't think that Twitter should do something secretly, why would they do it when they can a lot more money if they advertise everything. If a tech giant like twitter is working on some cryptocurrency they would have done what facebook did that is announced it formerly and get partnerships etc. Although that failed but still that is the right approach.
