I tested some wallet.dat with Pywallet. If the wallet is real, Pywallet will generate the public key and the encrypted private key . Right?  
Does anyone know how to decrypt an encrypted private key?

If it was possible to get into these wallets & they actually had such balance -> why not enter them?
If it is not possible or the balance is not there -> how do they have any value at all?

Please do explain. The idea is intriguing but I dont see how it could work
