And that is true. CZ actually mentioned that for projects. If they don't have the amount for the listing fee but if Binance sees the project is worthy to get into their exchange, they will list it for free.

And on the other hand, even if the project can avail the listing fee but they're crap, Binance might not list them and if it's already listed, they might remove them and the same as the other exchanges. This is true and I agree which is why there is a distinct difference between top exchanges and others. Just to add, top exchanges will try their best to ensure they stick to their good ethics while on the other hand, smaller and bad exchanges like P2PB2B etc won't mind accepting any type of projects so as to get their own cut. This is also the reason why in most exchanges like P2PB2B, their IEOs is always not encouraging while IEOs in top exchanges always offer reasonable gains to their investors. Therefore one can see in that in top exchanges, reputation and integrity matters while on other exchanges, they don't care so far they will get their charges.

I don't think Binance will be reckless about choosing a project to do an IEO on its exchangers. Other than through strict verification, I think Binance only sells a small portion compared to the total supply.

I wholeheartedly agree with your points. Some scam project out there thinks they can get list on top exchange as long as they have money. They fail to realize that top exchange also has a team of audit too and they will first try to see if you're legit enough to be on their platform.

When it comes to Latoken or P2PB2B, I think these are two shit exchanges in the crypto market because all the coins here have no liquidity and of course nobody dares to invest in IEO here because of the great risk. In fact, there are only a few exchanges that can perform well IEO like Binance or Huobi because these are the only two exchanges that help me make a lot of profit in this market and not have to worry about losing money when participating.

Well, this is true. We all know that binance has its reputation that they are really taking care of. Even if there is a certain project and they have the money, they can't easily be accepted in binance to run their IEO if binance finds any suspicious actions from the team.
