I had some ideas log ago regarding how can the whole mess in the ANN and the Bounty section can be improved.
Now this thread inspired me to develop further the ideas. Bounty task submission method

Let's put it short >
  • Forum rules for what info the ANN thread should include.*
  • Forum rules for the way the bounty should be conducted.**
  • Template/format with information for the ANN threads.
  • Template/format with information for the Bounty threads
  • Template/format for the Bounty reports, if they gonna be posted on the forum
  • Sanctions if the rules are not followed.

* - This should include the team behind the project with links to their LinkedIn in profiles, the official website of the project, their social channels, links to wallet applications,Github links, link to their bounty program if any, etc.,  All this info should be included in the template.

** - There should be some rules how/where to post/repost their bounty reports (on or off the forum). Who will hold the fund for the bounty, contact person from the team of the project who people can contact if there is any problems with the bounty/manager.

Bounty managers should also have some guidelines how to properly conduct the bounty, if they want to take the job then they will have some responsibilities too and will be hold accountable for the participants they accept.

The bottom line is that if we add some rules ( or at least guidelines) many of those copy/paste scam project will disappear. This is no better way to protect the newbies from falling into those fake/scam project.

The Bitcoin network protocol was designed to be extremely flexible. It can be used to create timed transactions, escrow transactions, multi-signature transactions, etc. The current features of the client only hint at what will be possible in the future.

There are no solid or offical rules even for the most core features of the forum like usage of trust ratings and flags hence it is abused at max. You should expect an century of time for formation of some solid rules for alt coin ANN and Bountys on the forum. It would be better and helpful if we push some officialy written rules forum wide anyways.

Bounty managers are human too and if they mistakenly accepted a fraud account just to ruin his/her reputation I think that isn't fair for him/her to be held accountable at all.

Fraudsters will just evolve and adapt on their surroundings even if their are guidelines or rules it will not make them disappear. Those who busted scam projects will be.

Forcing many rules and sanctions aren't the best way to solve things imo.
I support having a sticky topic containing advices, encouraging the use of template/format but not forcing the use of GOOGLE report format for example...
1 post per user per topic (bounties) that will be edited whenever necessary. But you cannot ask members to not post applications in a bitcointalk topic while you don't offer them an alternative, third party ones should remain optional but encouraged.
Holding the funds by an escrow or a manager was requested before even in signature campaigns AFAIK but it wasn't considered.
Many rules and one color topics remained me of communism
Best remedies is to stay away from that garbage called bounties.

Although I'd love to see more order and less spam on the altcoin boards, I don't think it's going to happen. Theymos doesn't like hard rules, and this forum strives to be as free as possible.

It would be a good start if the "bumping loophole" using millions of social media links would be banned.

Guidelines, yes! Making this a 'rule' will cause more strain to moderators, keeping up with spam is no easy task.

I for one don't actually care about the format you post your thread in, and I don't think we should be making certain things rules. However, anyone who wants to make some unofficial guidelines that won't be enforced by moderators is free to do so. In fact, if it catches on it might make the altcoin section a little more tolerable to read.

Personally, I think there could be a number of minor adjustments which could help keep the section clean such as not allowing bounty authentication type posts with the constant social media shares, and being maybe a little stricter on certain things. Although, the bump changes have made at least the announcement threads a little bit better as there has been a large reduction of spam related to bumping, and although it does still exist its usually not seen by the majority of users as it rarely gets within the first few pages.
