I don't know where you get the idea that Bittrex and Polo are silent. Maybe traders are just choosing other platforms besides the 2 mentioned exchanges. For the alt season to come, we should be in a bull run market. We have to wait what bitcoin block halving brings, as we all know that once bitcoin goes on a rally or bull run, usually it has a domino effect to the alt coin market as well. Both are not silent but those exchange sites have become crap exchange sites. There was a lot of banning cases that affected the trust by the users and so many users have been migrating into the new exchange site.

Never. More and more people begin to understand that all alts are shitcoins, during 2017 people were promised a brand new economic paradigm, decentralized revolution and other loud words, now 3 years later there's almost no achievements to show. Almost all ICO's ended up being scams or failed in the long term. So far alts just follow Bitcoin because they are traded against it, so even if Bitcoin will continue rising, this won't count as alt season, because alt season implies that alts will greatly outperform Bitcoin. Basically, alt season is a fairly tale created to sell the bags.

I agree in poloniex  but my in bittrex there are still many traders using that exchange its still in the top exchange I use. The only problem here is if you forget to use that exchange for long time you need to make a mandatory  KYC.

bittrex and polo are still around, they are not really silent but i guess few developments were made. recently there was a news about polo acquired by Justin Sun of TRON as well. not the preferred exchange this time really but there are loyal accounts in bittrex because they still distributes coins like Ontology.

They are old exchanges. If you want some action on altcoin better check those top exchanges such as Binance, Kucoin, Okex, Houbi and Bithumb. These exchanges has more concrete volume of new altcoins and even those major coins like ethereum, neo and ripple.

Poloniex just recently launched their IEO of JUST but I am not sure if its succesful Im hearing its below its IEO price, looks like they not yet ready for a good strategy for this.

Even bittrex IEOs before are also not succesful. Maybe traders doesnt really like the way they handled it. In terms of volumes to those I already mentioned they were lower if you are going to compared altcoin volumes. They were gonna be silent but due to traders not by them. They prefer new exchanges now than these two.
