The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

This is not the way to report a scam. Please use the proper scam report format from here: https://bitcointalk.org/index.php?topic=260073.0 along with chat screenshots and payment transaction ID as proof so that others can check it properly warn others based on solid accusation.
